Downs School Patrol

In 1939 the Dowsn Grade School created a program for the children to experience law enforcement and the judicial system. Boys were assigned as street patrol boys (and girls could be playground monitors). All school children could take part in the judicial process, serving as court clerks, jurors, witnesses and attorneys.


The boys were authorized to give out tickets to traffic offenders and could even take note of cars that failed to slow down for school children.


Two boys restrict children from crossing the street as a car passes.


Eugene Kelly and Darrell Weaver were apprehended illegally riding a bicycle, two on one bike.



Robert Wilson writes out a ticket against Kelly and Weaver.


Kelly and Weaver hire an attorney to prepare their case for court. Edward Yount was their student attorney.


Principal Barker Brooks acted as the judge, Betty Lee Wilson was the court clerk and Lonabelle Buhl was a witness in the court.


The jury: Edna Phillips, Mary Friendt, Mildred Jones, Margaret Wilson, Ernest Kelly, front row: George Hoover, Pearl Reynolds, Paul Baird, Richard Dalton.


Weaver was found guilty -- the usual punishment was a detention or the memorization of bicycle rules.
